DutiesThe Secretary
ARTICLE 5. The Secretary will have the following non-delegatable duties:
- Establish, direct and coordinate the Secretariat’s policies in terms of applicable legislation, in accordance with the objectives, scope and aims of the State Development Plan and with those expressly determined by the Chief Executive.
- Submit for the consideration of the Chief Executive the affairs entrusted to the Secretariat and carry out the special commissions conferred by the Chief Executive duly reporting the results of his or her (the Secretary’s) actions.
- Propose to the Chief Executive the project initiatives of laws, regulations, decrees and agreements on matters within the jurisdiction of the Secretariat.
- Appear before the H. State Congress when called, on prior agreement with the Chief Executive, to report on his or her (the Secretary’s) performance and in those cases where an initiative is under discussion or a matter related to the jurisdiction of the Secretariat is being studied.
- Ratify for validity and observance the regulations, decrees, agreements and orders expedited by the Chief Executive, when these refer to matters within the jurisdiction of the Secretariat.
- Endorse the initiatives of laws that, regarding matters within the jurisdiction of the Secretariat, the Chief Executive sends to the H. State Congress.
- Approve the preliminary program project of the Secretariat’s annual budget in order to present it to the Secretariat of Planning and Budget under the terms of applicable legislation.
- Submit for consideration to the Chief Executive the respective sectoral program, monitoring its implementation and congruency with the State Development Plan, and approve the contributions from regional and special programs as determined by the Chief Executive.
- Approve the organizational structure of the Secretariat and expedite the organization manuals on procedures and services.
- Establish the units of coordination, assessment and technical support required for the administrative functioning of the Secretariat.
- Endorse the appointments of the Secretariat’s public servants, prior agreement with the Chief Clerk, and resolve the proposals made for the designation of management personnel.
- Designate the Secretariat’s representatives when this forms part of the government organs of an entity, establishing the norms and guidelines for the execution of said representations.
- Designate the Secretariat’s representatives to the national and international commissions, congresses, organizations and institutions in which it participates.
- Participate in the agreements entered into by the State Executive, when these include aspects of the Secretariat’s jurisdiction and competency.
- Arrange tourism activities with the three levels of government, private initiative and the social sector.
- Promote before federal instances and in coordination with the Municipalities the identification and declaration of priority tourism development zones, hearing the opinion of other dependencies of the State Public Administration.
- Promote and approve the operational and promotional programs carried out in the Secretariat for the achievement of the sector’s development goals.
- Conduct and approve the Secretariat’s institutional program and the exercise of the annual budget.
- Participate in the integration of the Public Account and the Government Report in the tourism sector.
- Support municipal governments in the formulation and implementation of tourism development and promotion programs.
- Propose the tourism zoning of the state and the priorities for its use, attending to the regionalization recommendations and criteria made by the Departments of Planning and Budget, Ecology, Social Development and the other dependencies with competence in regional development and environmental or urban regulation, in accordance with the State Development Plan and sector policies.
- Endorse, with the approval of the State Executive Branch, collaboration agreements and conventions on tourism development and promotion for tourism projects and programs of the state, region, Región Mundo Maya and any other that is executed in the south-southeast region of the country.
- Constitute temporary or permanent, advisory or operative boards, committees or commissions, to attend to specific issues or special programs.
- Assist the Board of the Cultural and Tourism Service Units of the State of Yucatán (CULTUR) to achieve the objectives of the said organization and the strategic actions defined in the line of subdivision.
- Resolve any problems that arise through the interpretation and application of this regulation and in any unforeseen cases in the same.
- The rest of the duties that acts, decrees or regulations may provide as well as those stipulated by the Chief Executive.
Director General
ARTICLE 8. The following issues come under the jurisdiction of the Director General of Tourism:
- Assist the Head of the Secretariat with the development of tourist activity and the tourism sector of the state.
- Support the Head of the Secretariat in liaison and management functions before the different federal, state and municipal instances and the local, national and international business sector.
- Coordinate the Secretariat’s communication and diffusion program.
- Coordinate the Mundo Maya Program with the three remaining divisions.
- Represent the Secretary in the case of his or her absence or whenever required to do so, and the Secretariat in those local, regional, national and international events, meetings and programs that the Secretariat itself arranges.
- Act as liaison to the business tourism sector of Yucatán.
- Coordinate the design and planning of the Secretariat’s official calendar of events, trips and activities.
- Supervise and monitor the programs and initiatives of the different Divisions of the Secretariat.
- Act as the Department liaison to the Governor’s Office.
- Coordinate the monitoring and implementation of the agreements between the Head of the Secretariat and the Governor.
- The rest of the duties stipulated by current laws or regulations and the Secretariat in its capacity.
Director of Tourism Planning
ARTICLE 9. The following issues come under the jurisdiction of the Director of Tourism Planning:
- Establish the guidelines, policies and strategic planning of the state tourism sector, attending to the recommendations of the Planning Committee for the Development of the State (COPLADE) that established in the State Development Plan and the other instruments of state planning.
- Coordinate the production and diffusion of the respective sectoral program, as well as the other strategic plans and programs that are defined for the development of the sector.
- Conduct the institutional planning and programming processes in coordination with the Department of Tourism Promotion and the Department of Tourism Development of the Secretariat.
- Produce and assess the institutional program of the Secretariat with the participation of the other Departments.
- Coordinate the integral planning of the state’s destinations, regions, circuits and tourist sites, in terms of that established in the State Development Plan and the corresponding sectoral program.
- Plan and establish the institutional coordination strategies between organisms of the public, private and social sectors for the operation of the Secretariat’s plans and programs.
- Generate and diffuse statistics and basic information on the tourism sector, to support the monitoring of the activity, decision-making and tourism planning processes.
- Conduct the operation and assessment of the Statistical Information System of the Tourism Sector of Yucatán (DATATUR), coordinating its administration with the distinct representations of service providers and participating businesses.
- Design, propose and carry out studies and research for the measurement, analysis and assessment of tourist activity and its impact on the state’s economy.
- Carry out research, studies and projects for the design of strategies and sectoral policies that will support development and tourism promotion programs.
- Identify, propose and assess the proposals of the priority tourism development zones of the Entity.
- Propose the sustainable use of resources and tourist attractions by priority zones of the state.
- Coordinate initiatives at institutional level with organisms and dependencies of the public, private and social sectors, to meet the demand for complementing and diversifying options.
- Provide assessment and technical assistance to the municipal governments that so request for the production of their tourism development programs.
- Coordinate the integration and promotion of the priority project portfolio for the promotion of tourism investment as well as proposing the incentives to stimulate it.
- Support and follow up on the initiatives of the Departments of Tourism Development and Tourism Promotion in the development of tourism products and projects.
- Coordinate the production of the working reports of the Secretariat and of the sectoral assessments with the Secretariat of Planning and Budget.
- Develop and apply the assessment system and the follow up and monitoring systems of the institutional programs and initiatives.
- Assess and follow up coordinated initiatives with other dependencies of the State Public Administration, municipal governments and private initiatives.
- Produce and present the periodical reports on the situation held by institutional programs and that interpreted from the management indicators for sectoral development.
- Issue the necessary recommendations for the programming, budget, operation and assessment of the Secretariat’s initiatives.
- Review with the other departments the projects and budgets of the annual operative programs, monitoring their alignment.
- Act as institutional liaison with the Secretariat of Planning and Budget and COPLADE, with the Federal Secretariat of Tourism and the National Fund for the Promotion of Tourism (FONATUR), for the alignment of policies and institutional strategies.
- Determine the criteria for the definition of zones and regions of tourist interest and on a priority basis for the strategic and sustainable use of the territory and regional tourism development.
- The rest of the duties provided by other current laws and regulations and the Secretariat in its capacity.
Director of Tourism Development
ARTICLE 10. The following issues come under the jurisdiction of the Director of Tourism Development:
- Generate the development of destinations and tourism products including but not limited to nature, sport, nautical, cultural, health, for the disabled and business tourism in coordination with the departments and entities of the State and Municipal Public Administrations and social and private organisms.
- Drive the development of new lines of tourism production to promote market diversification and competetivity among tourism destinations according to their vocation.
- Coordinate with the municipalities and businesses of the tourism sector the operation and promotion of products and tourism destinations to be developed in their areas.
- Create product and tourism destination chaining models to leverage industry markets.
- Generate interactions and synergies among municipal and communal projects with government instances and private initiative.
- Foster and promote new tourism and leisure activities for the consolidation or development of sites and places of interest, in support of the programs by segment, authorizing facilities in particular for disabled persons including adequate accessibility, safety and comfort.
- Maintain the consolidation, restructuring and reassessment of conventional, local and regional tourism products based on the integration of attractions with added value and mass media communication, through a zone-product, market-product strategy.
- Promote development initiatives of products and tourism destinations and the assessment of special programs for the development of options.
- Design and implement training, human resources training and refresher programs for the tourism area, according to regional and municipal requirements, as well as for specific tourism products and market segments.
- Develop and implement permanent assessment and follow up mechanisms for training, operation and modernization initiatives of the tourism culture of the state.
- Foster, in coordination with other departments and entities of the State and Municipal Public Administrations the installation of orientation booths and the distribution of materials and tourist information guides.
- Establish the necessary coordination with other authorities and institutions to aid tourists in case of emergency or disaster.
- Propose the mechanisms and creation of organisms deemed pertinent for the obtainment of the necessary economic and material resources to fulfill their goals and functions
- Coordinate initiatives concerning product and destination development in the regional Mundo Maya program.
- The rest of the duties provided by other current laws and regulations and the Secretariat in its capacity.
Department of Tourism Promotion
ARTICLE 11. The following issues come under the jurisdiction of the Department of Tourism Promotion:
- Design the Secretariat’s promotion, publicity, marketing and public relations policies, programs and initiatives.
- Analyze the prospective trends of national and international markets for the design of strategies and campaigns for tourism promotion.
- Coordinate and supervise the production of the Secretariat’s Annual Marketing Plan.
- Coordinate and supervise the production of the Secretariat’s Annual Public Relations Program.
- Coordinate and supervise the production of the Secretariat’s Annual Promotional Events Program.
- Act as the Secretariat’s liaison with the Mexican Tourism Promotion Board (CPTM).
- Foster, drive, coordinate, supervise and follow up on the agreements, programs and initiatives that the Secretariat agrees with the Mexican Tourism Promotion Board.
- Coordinate the promotion, publicity, marketing and public relations initiatives based on the agreements reached between the Secretariat and the Mexican Tourism Promotion Board.
- Design and supervise the promotion, publicity, public relations and direct marketing programs abroad and in national and regional markets relating to tourism in the state, and define the strategies corresponding to the targeted markets and segments.
- Formulate promotion, publicity and public relations programs to provide tourist currents from new markets and increase the flow of tourism from traditional emitting markets towards tourist destinations in the state.
- Provide assessment to private enterprises that request assistance for the development of promotional, publicity and public relations activities relating to tourism.
- Establish measurement and assessment systems for the impact produced by the Secretariat’s promotional, publicity, public relations and direct marketing programs and conduct opinion surveys and diagnostic studies relating to the tourist image of the state.
- Design and produce the promotional, diffusion and information materials and tools required by promotional, publicity, public relations and direct marketing programs relating to tourism for regional, national and international markets.
- Coordinate and conduct the Secretariat’s participation in fairs, congresses, exhibitions and other events that are held at regional, national and international level, where tourism to the state is promoted.
- Promote familiarization trips to travel professionals and representatives of the press and communication media towards the interior of the state.
- Assist in the promotion and diffusion of the state’s tourism segments, products, destinations and services, considering disabled personnel.
- Coordinate the commercialization initiatives between tourism operators, hotels and tourism service providers in general, to shape marketable regional programs, tourist routes and circuits.
- Foster the promotion, diffusion and commercialization of services, attractions, destinations and products in coordination with the dependencies and entities of the Federal Public Administration, municipal governments and private and social organisms.
- Foster the commercialization of tourism products in each of the regions, circuits or sites in which they are offered, according to their corresponding market segments based on their vocation and attractions.
- Assist the Office of Conventions and Exhibitions of Yucatán in the design and implementation of the agreements and initiatives that this office advances for the promotion of the congresses, conventions, exhibitions and incentive travel segment and in general for the development of business tourism in the state.
- The rest of the duties provided by other current laws and regulations and the Secretariat in its capacity.
Department of Administration and Finance
ARTICLE 12. The following issues come under the jurisdiction of the Department of Administration and Finance:
- Apply and diffuse among the other departments of the Secretariat, the norms for the production and integration of the sector’s provisional program and annual budget in accordance with the norms established by the Secretariats of Finance and Public Credit and of Planning and Budget.
- Implement programming-related initiatives which allow the Secretariat to comply with the correct and timely exercise of the budget.
- Provide to the rest of the Secretariat’s departments the financial resources they require for their operation, according to the approved budgetary assignment, and authorize the budgetary liabilities and evidentiary documentation according to the norms established to that effect.
- Propose and diffuse the spending norms and policies for compliance by the Secretariat, implementing the budgetary and non-budgetary income and expenditure control mechanisms in its departments.
- Integrate the Secretariat’s statement of financial position and the execution of the budget producing the respective reports on the internal and external budgetary situation.
- Plan, program and implement the comprehensive administration of the Secretariat’s human resources.
- Make the corresponding remunerations to Secretariat personnel and process and control the transactions of the same.
- Produce and implement training and development programs of Secretariat personnel, and promote and diffuse those corresponding to social services, periodically assessing their execution.
- Establish the norms to follow relating to the prevention of occupational risks and work accidents among Secretariat personnel and participate in its Mixed Commission for Safety and Hygiene.
- Diffuse the General Working Conditions, supervising its compliance.
- Apply the measures dictated by the Secretariat, relating to the establishment, maintenance and operation of the internal civil protection program for Secretariat personnel, installations, properties and information.
- Integrate the Secretariat’s Annual Acquisitions Program in accordance with the requirements of the administrative units and carry out the established acquisitions with the scope determined by the competent authorities, according to applicable regulations and legislation, and produce the documentation corresponding to the expenditures.
- Implement the preventive maintenance, corrective and conservation measures of the Secretariat’s properties.
- Set and apply the norms to provide the necessary general services for the adequate functioning of the Secretariat’s departments.
- Establish and develop the systems and mechanisms for the storage, control and modernization of the Secretariat’s inventories.
- Coordinate and supervise the administration and distribution services and the archiving system of official documents.
- Propose and implement the policies and procedures of institutional development applicable to the execution of programs in the Secretariat’s charge.
- Design the guidelines for the formulation and application of improvement programs in the working processes of the Secretariat.
- Propose and coordinate the administration of the authorized budgetary resources, according to the authorized expenditure calendar and the progress of its programs.
- Define the norms for the use of information technology assets and for the exploitation of the institutional information systems of the Secretariat.
- Design the guidelines, and coordinate and supervise the production of the Secretariat’s organization and procedures manuals.
- The rest of the duties provided by other current laws and regulations and the Secretariat in its capacity.
